The phenomenon of "parliamentary mobility", that is the passage of deputies and senators from one political group to another, has taken on extremely significant proportions in the past XIII legislature, both quantitatively, for the number of parliamentarians involved, and qualitative, for the birth of governments, due to the decisive support of displaced parliamentarians, sometimes gathered in ad hoc groups. The work aims to come back to the principles of political representation, their genesis and their translation into constitutional, legislative and parliamentary regulations testing the feasibility of traditional reconstructions on the national representation of the parliamentarian.
