The idea of a "welfare state" is one of the most controversial elements in the history of contemporary political thought. The reason for the intervention of the state in economic life, with the aim of political consolidation and social rebalancing, has been the subject of heated ideal controversies since its emergence, between the eighteenth and nineteenth centuries, as a possible solution to poverty. The clash between supporters and opponents of social policies has then reappeared with the formation of the welfare state as an instrument of integration of the proletariat into national states and as a response to the social rights connected with citizenship. The clash still continues today as a cultural reflection of the welfare crisis and the neo-liberal ideological offensive. This first volume (of the two in which the work is divided) retraces the most important moments of the dispute of the nineteenth century, evoking themes such as the formation of liberal culture and its confrontation with the social question, the various hypotheses for the protection of the lower classes, discussions about the emergence of social rights (such as the right to education and the right to work), the early formulation of social democratic hypotheses of social reform.
